SOUL PROJECT:
A NEW SERVICE OF CAREER GUIDANCE OF THE SEVEN UNIVERSITIES OF LAZIO REGION

SOUL (Sistema Orientamento Università Lavoro) mission is to provide a new public service able to offer answers to the main subject of work in the framework of economic development and social cohesion perspectives.

In economic terms, a better transparency and efficiency of the market allow to improve the productivity, to reduce the delay between a job and an other one, to develop a more impartial reality, safe from behaviour of moral hazard both on the demand side and on the offer side.

In social terms, we want to rediscover work as a basic subject of modern society, where basic humanistic culture, solidarity, research of an aware identity of citizens and of rights and duties can encourage a better quality life. A better social cohesion is the matter on which a process of a social sustainable development lies.

SOUL wants to reach these aims referring to a work vision not only economist but also as social model of relationship between people and between people and government, conceiving the scientific approach as the instrument to improve the quality of life and the relationship between people.

The important transformations of labour market, of economic and social relationships between States and the crisis of the relationship between citizens and institutions require that Universities get a role of organizational and cultural benchmark in a change perspective.

Introduction

The subject of the relationship between University, the world production of goods and services and the civil society is, since some years, in the sight of scholars and policy makers. This renewed attention to the subject, the result of the accrued awareness of the education and university research importance, is essential not only to answer to the suggestions issuing from new international competitive backgrounds, but also to guarantee to the country the high skills and the widespread knowledge that are an essential prerogative for every process of modern societies sustainable development. The accrue awareness and the new legal framework established by Law 30 (Law Biagi), granting to Universities the task of supporting  the graduates in the phase of work placement, of matching and promote, through guidance activities, the employment opportunities, has led many Italian Universities to provide their selves of appropriate career guidance and internship management instruments.
In the new legislative, economic and social background, the University of Rome La Sapienza and Roma Tre decided, together with CASPUR, to create a Temporary Association of Scope (ATS) to answer to the call for proposal of Lazio Region for the realization of the project “Promozione, Sperimentazione e Potenziamento dei Sistemi Universitari di Placement” over the funding POR Ob. 3, FSE 200/2006 - Misura A.2 - annualità 2007.
The ATS, created by the two Universities and by CASPUR, obtained, by directive n° D4072 del 7/11/2007, the funding foreseen by the call for proposal of about 2.000.000 of euro sharing between the partners.
The project “Promozione, Sperimentazione e Potenziamento dei Sistemi Universitari di Placement” created thanks to Laziodisu support, intend to transfer to the other Universities of Rome area, and gradually to the Universities of all Lazio region, the best-practices accrued during its realization and to extend the use of new information platform for career guidance activities and internship management.
In the period of the project realization, the other public Universities of Rome area (La Sapienza, Roma 3, Tor Vergata, IUSM) decided to join the initiative for the creation of a new, lasting system of cooperation between these Universities for the development and the coordination of career guidance activities (SOUL – Sistema Orientamento Università Lavoro). The new relationships of  close cooperation between the public Universities of the province of Rome allowed to realize the new web portal SOUL and a deep communication campaign to make know to the production and work world, to the students, to the graduates and to citizens of Rome Province the existence and the objectives of the new service.

Objectives and results expected by the Project: from BLUS to SOUL

To realize the objective of the improvement of career guidance system of Rome Universities we operated in four directions:

  • The first direction foresees the improvement of university career guidance, through the new SOUL web portal, to improve the matching between demand and offer, conforming it to the requirements of a growing number of users (students, graduates, companies) that gradually decide to rely on the SOUL new service. Moreover, we will extend the activities still in existence in BLUS platform through new essential services, as the one foreseen in the project for the computerized management of internship, to improve the cooperation between the four Universities partners of SOUL. Together with the development of computerized services, we extended and enhance face to face services, covering a large number of Faculties with Front Office where users (professors, students and graduates) can access to the services offered and realized by the project. Furthermore, we enhanced the available structures, in particular by Roma Tre, where in addition to the peripheral Front Offices , we realized a back-office structure.
  • The second direction aims at facilitating the entrance of young people in the work world  through a vocational guidance made of a series of  interventions both for students and undergraduates and for graduates. In fact, the vocational guidance action provides a great variety of instruments: the Front Offices in every Faculty, the professional counselling, the informative seminars and the company presentations.
  • The third direction provides a series of activities aimed at facilitating and developing the relations and the synergies between all the labour market actors both on the demand side and on the offer side, through the construction of meetings with the productive reality of the Region and with professional and policy makers. In particular, we provide the realization of meetings with career centers of European Universities for a useful exchange of best- practices and the construction of common projects for the labour mobility of European Union graduates.
  • The fourth direction, at last, aims at realizing formation interventions to improve and enhance the knowledge of our career guidance operators in order to encourage the project success and to improve its efficiency and effectiveness.
  • Following the stated objectives it seems opportune to set an essential transversal action, aimed at the development of communication and promotion activities of the actions and the services offered, involving University people, the production system, the economic public institutions, the professions and all the public opinion through meetings and communication and promotion campaigns.
